New Rochelle CLD approves $25,000 contract for Black History Month concert at Ozzie Davis Theatre

On Feb. 4, 2025, the New Rochelle Corporation for Local Development (CLD) voted unanimously to authorize a contract with Kingdom Community Consultants to present Music of the African Diaspora, a Black History Month program, at the Ozzie Davis Theatre in the New Rochelle Public Library.
The contract authorizes CLD to spend up to $25,000 for the event, scheduled for 7 p.m. on Feb. 21, 2025. Roisin Pangshay, CLD manager, described the program to the board and said the amount requested is reflected in the meeting materials. She also explained that some CLD cultural-event funding has recently been administered through the city under a new events policy and that the CLD is continuing to support select cultural programming.
Board members expressed support for funding the celebration and confirmed the budget was sized to meet event needs. The motion to authorize execution and delivery of the contract passed without opposition. The CLD manager reported one procurement item since the board’s prior meeting — a $10,000 sponsorship of the 2024 Frederick Tedura golf event in partnership with Friends of New Rochelle Parks — and reminded the board that CLD-supported events are reported when they fall under staff procurement thresholds.
The CLD’s next meeting is scheduled for Feb. 26, 2025.
