Lenoir County board approves interim budget resolution, budget amendment, vendor rollovers and personnel report

The Lenoir County Board of Education voted to approve an interim budget resolution to carry operations into the 2014'15 fiscal year, adopted budget amendment No. 4 to reconcile year-end receipts and expenditures, approved child nutrition vendor rollovers and an out-of-state student trip, and accepted a personnel report amended in closed session.
Ms. Davis, the district finance presenter, said the financial report reflected year-to-date activity through June 26, 2014, and that the reported fund balance was "before any year end adjustments are processed." She said receipts arriving the following Monday would be posted in the fiscal year and that the interim budget would permit operations to continue until the board adopts a formal budget. The interim budget was prepared by taking one-fourth of the 2013'14 budget resolution amendment No. 3 dated May 5, 2014, Ms. Davis said.
The board approved the interim budget resolution on a motion by Mr. Phil Pelli, seconded by Mr. Hill; the motion passed by voice vote. Budget amendment No. 4, moved by Mr. Smith and seconded by Mr. Nobles, was described by Ms. Davis as increasing the state budget to reflect additional funds for noninstructional support, technology and transportation (including stop-arm cameras), increasing federal allocations for career and technical education and targeted assistance and posting carryover amounts, and increasing the capital outlay budget to record school bus replacements. She also noted scholarship funds for Broomhill and Fisher Scholarships at Kinston High School and local increases for E-Rate reimbursements, Micron Head (as recorded in the district list), a South Lenoir High School agriculture grant, PEG channel reimbursement and autism and Medicaid reimbursement accounts.
Child nutrition director Ms. Pam Smith recommended rolling over existing vendor contracts and prices for another year. The board approved continuation of current vendors and prices for items including food distribution (Cisco), produce (R and H Produce Company), milk (Mayola), uniforms (Cloud's Clothing) and correctional-enterprise-supplied chemicals (North Carolina Correction Enterprise). Ms. Smith noted the district participates in a purchasing alliance with about 80 counties and a local five-county group; next year these items will be rebid.
The board approved an out-of-state trip request for two South Lenoir students who will compete in a national website-designing competition in Nashville, Tennessee.
At the start of the closed session the board cited North Carolina General Statute 143-318.11 to discuss confidential personnel matters and to consult with the board's attorney. After returning to open session, the board voted to accept the personnel report "as amended in closed session." The superintendent introduced newly appointed administrators: Rhonda Green (new principal at Northwest Settlement Metrics), Jan Tucker (assistant principal at Whittington's), Heather Gray (assistant principal at Frank's) and Derek Wiggs (assistant principal at Rochelle); Wiggs was not present at the meeting.
Other routine business included approval of the meeting agenda and adjournment.
