Norwalk City's Planning and Zoning Commission voted Feb. 24 to rezone 7680 County Line Road from AR (Agricultural Reserve) to RE-1 (Single-Family Rural Estates) so the property owners can expand an existing house.
Elliot, a staff member, told commissioners the parcel was part of a plat recorded in 1978 and that when the city annexes land from the county it often defaults to agricultural-reserve zoning. He said the applicants want larger setbacks under RE-1 to gain the space needed for an addition and that "staff recommendation is for approval." Commissioners received no public comment during the hearing and moved directly to a vote.
The item drew limited discussion. Commissioners approved the rezoning on a roll call vote: Thompson, Samuelson, Forrest, Eaton and Reganator voted aye; no nays or abstentions were recorded.
The rezoning changes the property's regulatory setback and use standards from AR to RE-1; staff indicated the change is intended specifically to allow the owners to expand their house where AR setbacks currently prevent it. No conditions, development agreement or site plan was requested as part of the zoning amendment; the commission closed the public hearing after staff and the applicant declined to comment further.
The commission opened the public hearing at 5:46 p.m. and closed it at 5:48 p.m.; the formal motion to approve was made and carried the same evening. The commission did not receive written public comments or inquiries on this item during the hearing.
The action changes only the parcel's zoning designation; any construction will remain subject to building permits, applicable city codes and any future site-plan review.
