CSCU governance committee adopts agenda, moves to executive session under Conn. Gen. Stat. §1‑210(b)

The Connecticut State Colleges and Universities Governance and Nominations Committee, chaired by Regent Blue, adopted its agenda and voted to move into executive session under Connecticut General Statutes §1‑210(b) during its inaugural committee meeting, the committee said.
Regent Blue, the committee chair, opened the meeting by saying, “Governance is critical to every well run institution,” and described the panel as a “newly formed” group charged with re‑examining policies and practices across the system to support student success. Blue said the committee includes members with expertise in academic instruction and administration, finance, human resources, technology, nonprofit and philanthropy sectors, and higher education governance.
After Blue asked for a motion to adopt the agenda, the committee recorded a second and the chair said, “All in favor? Any abstentions? Motion carries.” The committee then moved to a separate motion to go into executive session. The chair announced that the committee would move to executive session “for the purpose of discussing that under Connecticut general statute 1‑210(b). No votes will be taken in the executive session,” and listed staff and advisors invited to join the closed session: Chancellor Chang; Karen Buckin; Jessica Paquette; Adam Joseph; Board Secretary Pam Doolin; and Terry, a consultant from the Association of Governing Boards.
Blue told members that “there will be no discussion action or votes by the committee following the executive session,” and that the only action following the executive session would be a declaration by the committee chair. After the committee confirmed the motion to enter executive session, the open portion of the meeting concluded and the live stream was stopped.
The meeting record shows the committee completed preliminary organizational steps — adoption of the agenda and a vote to hold a closed session under Conn. Gen. Stat. §1‑210(b) — and did not take substantive public votes on policy during the open session.
