Baltimore County ACC reviews recent trial-board outcomes and readies Police Accountability Board annual report, then meets in closed session

The Baltimore County Administrative Charging Committee on Dec. 13, 2024, approved minutes from its Nov. 15 meeting, heard a staff update on three recent police trial boards and the Police Accountability Board(PAB) annual report draft, then voted to meet in closed session to review investigatory files under county law and state regulation.
Henry, a staff member, told the committee the PAB will meet on Monday to officially adopt the annual report and that a draft is available online. "First on the annual report, the PAB will meet on Monday to officially adopt the report," Henry said. He said it is likely the board will adopt with the caveat that December data from the ACC meeting be added before the report is uploaded.
The update on trial boards covered three matters held since the committee—s Nov. 15 meeting. Henry said the first, held Nov. 18, involved a departmental accident with minor property damage; the officer pleaded guilty and accepted discipline at the level recommended by the Administrative Charging Committee at the trial board. The second concerned a departmental accident involving a dog; Henry said the officer pleaded not guilty but the trial board returned a guilty finding. He said disciplinary opinions for that case had not yet been issued and are due within 45 days of the trial board date. The third involved alleged body-worn camera violations for two officers; Henry said the trial board granted a defense motion for judgment after the state—s case and entered a directed verdict of not guilty.
Committee members approved the Nov. 15 minutes during the open session. Christopher Sewing moved to adopt the minutes as presented; Jerome Harris seconded the motion and the committee approved the minutes by voice vote.
Later in the meeting the committee voted to enter closed session "to review investigatory files in compliance with section 3-3-2806 of the Baltimore County Code and COMAR 12.04.09.05D(1)," Christopher Sewing moved; Jerome Harris seconded. The committee recessed to closed session and later resumed open session at 4:48 p.m.
The committee confirmed its next meetings will be Jan. 3, 2025, at 12 p.m. in Room 118 of the Towson Historic Courthouse and by WebEx, and Feb. 7, 2025, at 12 p.m., same location and WebEx.
The session included routine procedural business and a staff report; no new public disciplinary orders or formal committee disciplinary actions were adopted on the record at this meeting. The PAB—s pending adoption of the annual report is scheduled for its meeting the Monday after Dec. 13, and the annual report will be updated with December data prior to final upload if the PAB adopts it as expected.
