Quorum Court approves county membership in Association of Arkansas Counties and names liaison

The Washington County Quorum Court on Jan. 16 passed an ordinance authorizing the county judge to enter a contract with the Association of Arkansas Counties and appropriated $7,000 for membership dues and related services.
County counsel explained the association provides risk-management insurance, legal defense support for covered claims, legislative advocacy and other services for counties. Counsel noted the association’s risk management fund handles liability claims and settlement decisions and that membership gives counties access to those pooled services. Counsel described the $7,000 membership fee as a routine annual cost and recommended continued membership; state law requires a court ordinance to authorize such contracts.
Justice Lyons moved to pass the ordinance and Justice Eke (second) supported the motion. County staff called the roll; members voting “yes” included Justices Bruns, Wilson, Massengill, Rivera Lopez, Lyons, Eke (Ecki), Dean, Washington, Koger, Dennis, Hyers, Rios Stafford, Lemming, Ricker and Pond. The motion passed.
The court also selected Justice Lee Secky to serve as the county’s representative to the Association of Arkansas Counties for the 2025–2026 term. Justice Lemming moved to nominate Secky, and the court approved the appointment by voice vote.
The membership ordinance and the representative selection were the final items of the court’s organizational business.
