The board approved the applicant's request after staff presented the project and the applicant said they reduced the tower height to address prior concerns. Damian Noel, Plan and Zone Division, summarized staff findings and noted the applicant sought a technical deviation for structure height and an additional sign display area beyond what zoning allows. Thomas Chmielewski of Insight Studio, the project's designer, told the board, “we are now 24 feet 2 inches,” describing the reduction from the previously proposed 29 feet 2 inches and explaining changes to the tower and retaining-wall elements to improve scale at the roundabout.
The deviation request included a structure-height variance from the 20-foot limit to 24 feet 2 inches and an additional sign display area because the monument includes two display faces rather than one. Noel said the property’s frontage is 770 feet, short of the 1,000 feet the code uses for another signage threshold, and described landscaping intended to offset the tower’s height, including two palm trees with 12-foot clear trunks around the monument.
Chmielewski described visual studies and renderings showing northbound and southbound views and said the two sign faces would not be visible simultaneously from a driver’s perspective. Board members asked about lighting; the applicant said landscaping uplighting and LED backlighting on the lettering were planned and that the tower would be externally uplit rather than internally illuminated.
Staff recommended approval and the board voted to approve the revised petition (2024-0028 ARB Cantor signage) with the technical deviations as requested. The chair called for the motion, a board member moved to approve the revised petition with the technical deviations, another board member seconded, and the chair announced, “Any opposed? Hearing none, motion carries.”
The board’s approval allows the monument to be built at the reduced 24 feet 2 inches with the two display faces and the landscaping shown in the applicant’s renderings. The applicant and staff left the meeting following the vote.
