Baltz said the Stewart family operation is charging admission, shuttling customers with buses and vans from offsite parking, and has created gravel parking areas and roadway activity that he believes require county permits, stormwater review and inspections under the county’s large-scale development standards (section 11-100, as cited by the speaker). He said drivers and pedestrians have blocked the public right of way and that construction activity had created sustained vibration in the neighborhood.
Baltz told the court he provided maps and documents to the county and believes vendor permits in use are for a different location than the activity he described. “The traffic is very unsafe,” he said, noting he has been stopped or nearly struck while returning home.
The comments were delivered during the public-comment period. The court did not take formal action on the record at the meeting; Baltz asked county staff to review permitting and safety compliance.
