The Hayden City Planning and Zoning Commission voted unanimously to approve a conditional use permit allowing McAllister Technical Services to add light manufacturing at 41521 North Warren Street.
The permit, PZE24-150 (as read at the hearing), covers a 0.68-acre parcel in the city’s commercial zone and applies to an existing building of about 7,600 square feet that is currently used for general office/assemblage. Staff recommended approval with conditions tied to Hayden City Code Title 11; commissioners said the proposal fits the city’s comprehensive plan and existing neighborhood character.
Staff said the parcel is zoned commercial and that light manufacturing is allowed with a conditional use permit under Hayden City Code 11-2-4. The staff presentation noted the future land-use map shows the area transitioning toward light industrial uses and that the site is already served by streets, water, sewer and drainage. Agencies contacted during notice — including Avondale Irrigation District, Idaho Department of Water Resources and Northern Lakes Fire Protection District — raised no objections that would require mitigation at this time. The fire district noted any structural changes would be reviewed under the current Idaho Fire Code when building permits are submitted.
Applicant representative Michael Ryker (listed in the record as Mr. Ryker) described the company's history at earlier locations and said operations would be contained inside the building, with no outside storage. "We manufacture scientific inserts, devices, tools for research," Ryker said, and emphasized that the business has operated adjacent to noisier uses in previous locations without complaint. He also told commissioners the applicant intends to use outdoor areas only for parking.
Staff recommended several conditions of approval. Key conditions include: the approval runs with the land (it remains in effect regardless of ownership); if the light-manufacturing use ceases for one year the site would revert to commercial uses only; any building permits must comply with Hayden City Code Title 11 (landscaping, parking, stormwater, etc.); access is limited to North Warren Street; parking is prohibited on North Warren Street and on unpaved areas of the site; proposed work within the utility easement requires an encroachment permit; and the city may monitor water usage and assess additional sewer capitalization fees if annual water records show increased usage.
No members of the public spoke during the public hearing. Two notice responses were recorded after staff analysis: one neutral response from Robert Holmes and one in-support response from Ken Ila; neither submitted written comments. Staff said 11 agencies were notified and that a small number replied with the comments summarized in the staff report.
Commission discussion echoed staff findings that the proposed use is compatible with surrounding uses and the comprehensive plan. Commissioner Joel said, "I think it's a slam dunk." Commissioner David Erickson moved to approve the conditional use permit with the staff-recommended conditions, saying the proposal met the standards of Hayden City Code based on testimony and the record; Joel seconded. A roll call recorded unanimous approval: David Erickson (aye), Joe Johnson (aye), Chris Morris (aye), Keith (present/aye), Mary Howard (aye) and Chair Sean Taylor (aye). The motion passed.
The commission's approval allows McAllister Technical Services to add light manufacturing at the listed address subject to the stated conditions; any future building permits or structural changes will be reviewed separately for compliance with applicable codes and the Idaho Fire Code.
The hearing concluded and the commission moved to routine reports and scheduling items for upcoming meetings.
