New Castle County Council approves $600,000 for neighborhood stabilization, adopts pay-plan changes; several ceremonial resolutions pass

The New Castle County Council approved several ordinances and resolutions Feb. 11, including a $600,000 budget addition to a Neighborhood Stabilization Program and pay-plan changes for county employees.
Ordinance 25-015 amended the county budget to appropriate $600,000 in anticipated program income to the Neighborhood Stabilization Program grant administered by the Department of Community Services. Councilman Hollins moved the ordinance for consideration; there were no public comments and the clerk recorded a 13-0 roll-call vote in favor.
Ordinance 25-016 amended pay plans and rates of pay for classified service 35-hour work-week employees represented by Delaware Public Employees Council 81 AFSCME AFL-CIO affiliate Local 1607; it also amended pay plans for nonunion classified employees, revised class specifications, and adopted new class specifications for land use, licensing, code enforcement, and related administration positions. The council discussed the Department of Land Use's statement that organizational changes were necessary to operate more efficiently and deliver customer service; no public commenters spoke on the item. The clerk recorded a 13-0 roll-call vote in favor.
The council also introduced Ordinance 25-017, a rezoning application for approximately 11.06 acres in New Castle Hundred (west side of Old State Road, about 200 feet south of Langolan Boulevard) from Suburban S to Commercial Regional (CR), application 2023-0005SZ in Council District 7. That item was read by title for introduction and will be considered at a subsequent regular meeting unless the record indicates otherwise.
Two ceremonial resolutions passed by unanimous vote: Resolution 25-037 celebrating the centennial birthday of Dorothy Baker, and Resolution 25-038 recognizing and celebrating the life of Joseph B. Kaneko. Both were moved and approved by roll call with no public comment.
The council also approved minutes from the Jan. 28 meeting at the start of the Feb. 11 session. No public comments were recorded during the ordinance and resolution items covered here.
