Council sets March public hearing for 8036 Metcalf redevelopment district

The Overland Park City Council unanimously approved a resolution on Feb. 3 to set a public hearing on March 24 for a proposed redevelopment district at 8036 Metcalf, part of a mixed-use project advanced by Hunt Midwest.
Assistant City Manager Jack Messer told the council the action was a procedural step to establish a district and begin negotiations. He said the council was being asked to “consider a unanimous recommendation from the FAD Committee, to set this public hearing” and to direct staff to begin discussions, not to approve the project itself.
Councilmember Newland moved to adopt Resolution No. 5021 and to direct staff to work with Hunt Midwest Real Estate Development Inc. to finalize a Community Improvement District petition, prepare a TIF project plan and negotiate redevelopment tools. The motion passed by roll call 12–0.
Messer described the site as including a vacant parcel at 8036 Metcalf and noted the project was “in alignment with Vision Metcalf and Framework OP.” He emphasized that the council’s action that evening was limited to setting a hearing and directing staff to start negotiations; any project plan, development agreement or approvals would come later and would require additional council consideration.
Councilmembers thanked staff and noted the committee’s prior review. The council’s action formally starts the public-notice and negotiation process for CID and TIF tools associated with the proposed development; the matter will return for a public hearing and subsequent council decisions.
