Committee backs acceptance of Sunnydale HOPE SF Phase 1A3 public‑infrastructure improvements

The Land Use and Transportation Committee on Jan. 13, 2025, voted 3-0 to recommend that the Board of Supervisors accept public infrastructure improvements associated with Phase 1A3 of the Sunnydale HOPE SF redevelopment.
Jason Liu, policy director for community development with the HOPE SF initiative in the Mayor’s Office of Housing and Community Development (MOHCD), told the committee the acceptance covers new streets, sidewalks, streetlights, trees, underground utilities and other site infrastructure built as part of Sunnydale’s second infrastructure phase. He said the work was designed to replace aging and obsolete infrastructure at the Sunnydale public housing site.
Ryan Zylin, senior project manager at MOHCD, said the Phase 1A3 infrastructure covers over 4 acres in the neighborhood’s northeast corner and includes 3.6 acres of new open space. He said the completed infrastructure facilitated development of three new buildings, a block‑1 community center and two 100% affordable housing buildings contributing 170 new units to the community, 127 of which are replacement units for former public housing residents. According to Zylin, infrastructure construction began in spring 2022 and finished in summer 2024, with vertical construction expected to be complete later this winter.
The measure would accept offers of dedication for a portion of Sunnydale Avenue, designate the improvements for public street and roadway purposes, accept the infrastructure for city maintenance and liability subject to limitations, and establish official street grades and sidewalk widths. Presenters noted the project partners include Mercy Housing, Related California, the San Francisco Housing Authority, Public Works, and the Office of Economic and Workforce Development (OEWD).
There was no public comment on the item. Supervisor Jackie Fielder moved to forward the ordinance with a positive recommendation to the full Board; the motion passed with three ayes recorded by the clerk (Member Mokwaen, Member Fielder, Chair Mirana Melgar).
