Council closes public hearing, approves 2024 weed abatement report and billing authorization

The San Clemente City Council closed the public hearing on the 2024 weed‑abatement program on Feb. 4 and approved staff’s report and billing authorization.
Community Development Director Adam Matamian presented the staff report, describing the annual program’s focus on clearing private vacant lots and some city-owned properties. Matamian said the total cost for the 2024 weed-abatement program was $161,994 and that city staff sent notices to more than 500 owners of vacant lots. Of those notices, 31 lots required contractor clearing. Staff asked council to waive notification costs for property owners who complied and to authorize the weed-abatement contract administrator to bill the amounts indicated in the report.
There was one public speaker who had signed up for another item and did not comment on this hearing. With no further questions from council, a motion and second were made and the council approved the staff recommendation by unanimous voice vote.
The council’s action authorizes staff to proceed with billing the property owners for the abatement amounts specified in the report and to finalize the 2024 weed-abatement record.
