The Neosho County Commission on Monday obligated the remaining $522,341 in American Rescue Plan Act (ARPA) funds for the Elk Road/Neosho River bridge replacement project under contract with Bridal Inc., and approved a separate motion to transfer $522,341 from the pilot fund in 2025 to replace that revenue in the county’s budget.
Commissioners said obligating the ARPA funds will satisfy federal reporting and allow invoices on the ongoing bridge project to be paid. The commission also voted to transfer $1,000,000 from the pilot fund into the county’s special bridge account before the end of the year to avoid a negative balance; commissioners said the larger transfer could be followed by an additional transfer next year if required.
The actions alongside the sales-tax resolution aim to ensure projects under contract can be paid while the treasurer completes end-of-year accounting. Commissioner discussion noted that some state reimbursements and interest postings have not yet been fully reflected in county reports and that the treasurer is continuing to work through daily reconciliation.
Separately, Road and Bridge Supervisor Mike reported a small box culvert collapse on Ottawa Road between 100th and 160th (described in the meeting as between 100 & 160 and 100 & 170; the exact local road identifiers were given in the presentation). He said the deck collapsed and the structure showed little reinforcement; the road remains closed and crews will attempt to save and rebuild the structure. Mike said he will investigate ownership of adjacent property to see whether redirecting the channel onto county right-of-way would improve drainage and reduce future damage.
Commissioners asked for invoices and receipts for culvert installations for the year and asked the treasurer to run transaction reports for Road & Bridge reimbursements and landfill receipts. Several commissioners signaled they expect forensic review work to cover lingering questions about financial transactions at the landfill and elsewhere; they did not adopt further audit authorizations at the meeting.
The motions to obligate ARPA funds and to obligate pilot-fund transfers passed on recorded motions and seconds; the minutes show both motions passed with “Aye, motion passes” responses from commissioners.
