The Oro Valley Town Council on Jan. 8 approved a two‑part application for a 31‑lot single‑family subdivision at the southwest corner of Amore Road and La Canada Drive, voting 7‑0 to adopt a general plan amendment and to approve rezoning subject to conditions addressing open space, wash mitigation and improvements along Moore Road.
Planning staff told council the proposal is designed to “stair‑step” density so lot sizes decrease eastward from 3.3‑acre parcels in Pima County to roughly 20,000‑square‑foot lots along La Canada, matching existing development patterns. Planning Manager Vela said the applicant proposes 47% open space on the site, above the minimum required for the requested medium‑density designation.
Vela also described a mitigation plan tied to a “critical resource area” — a wash that crosses the property. Because the project requires infrastructure work that increases disturbance in the wash beyond a standard allowance, the applicant will provide mitigation by re‑vegetating an equal area along Moore Road.
The applicant, represented by Paul Oland of Insight Homes, said drainage and traffic concerns had been studied and addressed. Oland noted the subdivision would add “one car every two or three minutes during rush hour,” calling the traffic impact minimal, and said the project’s landscaping and sidewalk improvements along Moore Road should deter large vehicles that have parked in the right‑of‑way.
Council considered a condition to landscape and install continuous curb and sidewalk along the development’s Moore Road frontage to discourage tractor‑trailer parking in the right‑of‑way. Staff and the applicant agreed to coordinate a treatment that uses boulders, shallow‑rooted plantings and curbing to impede vehicle access while protecting utilities. The Planning and Zoning Commission had recommended approval of the general plan amendment and conditional approval of the rezoning.
For item A, the council approved Resolution R25‑02 (general plan amendment) by motion; for item B, the council voted to conditionally approve Ordinance O25‑01 (rezoning to R1‑36 and R1‑20) with the conditions listed in the staff attachment. Both actions passed 7‑0.
