The Minerals, Business & Economic Development Committee approved House Bill 137, a reviser's bill that makes drafting corrections across multiple Wyoming statutes, by voice vote.
Representative Scott Heiner, who presented the bill, said the reviser's bill addresses typographical errors and incorrect cross‑references that remain after the Legislature adjourns. "Sometimes they leave out a period or a semicolon, misspell a word," Heiner said. "Every year, we have what's called a reviser's bill to be able to fix some of those errors and be able to go back in the statute book and fix those errors because some of these statutes will be there for decades." He said the bill consistently inserts the word "public" before "school foundation program account" where the phrase was omitted and corrects article ranges and other minor text errors in several places.
Committee members asked for clarification about why the reviser's bill was before the Minerals committee; Heiner said he, as majority floor leader, wanted a quick committee review to get the bill to the floor for enactment before other matters consumed the calendar.
The committee then voted by name; those recorded as voting "aye" included Representative Campbell, Representative Knapp, Representative Larson, Representative Lolli, Representative Schmidt, Representative Tarver, Representative Weber and Chairman Heiner. Representative Riggins was recorded as excused. A committee clerk announced "8 ayes, 1 excused." The bill was advanced by committee vote.
