Leawood releases RFP to update comprehensive plan and Land Development Ordinance; council approves $300,000 budget

The Leawood City Council voted unanimously to authorize staff to issue a request for proposals to update the city's comprehensive plan and the Land Development Ordinance (LDO). Staff said the comprehensive plan has not had a major update since 2001 and the LDO since 2002.
Planner Julie Hurley described a two-stage approach: complete the comprehensive plan first, including robust public engagement with residents, businesses and developers, then flow the resulting guidance into an LDO rewrite to implement the plan. Staff said they prefer one consultant team to perform both tasks to ensure continuity between the policy-level plan and the regulatory code.
Hurley said staff will post the RFP next Monday, proposals will be due in March, and staff hopes to negotiate a contract and begin the comprehensive plan work in June. The packet identifies a total budget of $300,000 for the combined project. Hurley said staff will advertise the RFP locally and nationally, including the American Planning Association channels, and anticipate receiving multiple proposals.
Councilmembers emphasized the importance of public engagement and requested that the consultant consider redevelopment and reinvestment strategies for North Leawood while preserving the area's character. The councilmember comments also noted the work will be intensive for staff and the governing body over the project period.
The council approved the RFP issuance and directed staff to proceed with procurement as described in the packet.
