County transportation staff told commissioners that Metro scenarios 3 through 8 would provide $30 million for TV Highway and that the staff view any of those scenarios as acceptable to secure the county'requested amount. Commissioners expressed political concern that waiting until next Tuesday to finalize a county position might leave insufficient time for the political work and coalition building needed among jurisdictions that also advocate for projects in Multnomah and Clackamas counties.
Commissioners and staff discussed options: some favored recommending a focused scenario that prioritizes TV Highway funding; others argued that a county position that excludes projects in other counties would be politically difficult to sell regionally. The board agreed it must be "resolute on the 30,000,000" minimum for TV Highway, while acknowledging the final regional split remains a negotiation with Metro and other jurisdictions.
County representatives also noted the mix of projects under consideration for the regional bond: 80 Second Avenue, TV Highway, Sunrise Corridor/Gateway, the Burnside Bridge, and the Montgomery Park Street extension. Commissioners urged staff to continue outreach to jurisdictional partners and to return with further political and technical analysis before JPAC votes.
No formal county vote was recorded at the meeting; staff said they would follow up with additional briefings and return to the board for further direction.
