San Jose council approves conditional use permit for proposed SoFA music venue amid neighborhood noise concerns

The San Jose City Council voted unanimously on Feb. 11 to approve a conditional use permit for a proposed music venue in the SoFA (South of First Area) district, an action taken on the land use consent calendar after public comments both supporting and cautioning the project.

Several speakers told the council the venue would help revitalize downtown and add cultural and economic activity. Alex Satinski, identified as chief executive officer of the San Jose Downtown Association, said the size of the proposed venue “will allow the booking of prominent acts that can help bring vibrancy and nightlife to downtown” and asked the council to grant the requested permit. Other speakers — including Laurie Ramos Chavez, Rose Amador (co‑chair of Lados Roundtable), and Julie Dominguez — also voiced support, saying the venue would create jobs, provide a platform for local artists, and add foot traffic to fill currently vacant storefronts.

At least one tenant who said they live near the proposed venue spoke in opposition on the grounds of enforcement and quality of life. That commenter, who identified themself only as a tenant, said downtown already has substantial nighttime noise and traffic, described music and vendor activity running “till 2 in the morning” and later, and said they had not received adequate response from police or council staff about complaints. The mayor’s office offered to connect the resident with staff to pursue the matter.

Council members who spoke noted the need to balance downtown vibrancy with livability for residents. Council member Dwan said he had visited the site and would support the conditional use permit because of the applicant’s commitment to multicultural programming. Council member Salas said she had received complaints and earmarked noise enforcement and quality‑of‑life as a priority to be addressed alongside approving new cultural venues.

The application was described in public testimony with several names — commenters referred to “PT Center,” “Pete B,” and “Pete Bee Center.” The council’s action approved the land use consent item on the agenda, recorded as a unanimous vote.

Several speakers at the public microphone urged approval to help downtown’s recovery and to fill vacancies in the SoFA area; one nearby tenant asked the council to strengthen noise enforcement and follow up on outstanding complaints.
