Measure U oversight panel accepts annual report, authorizes chair to forward it to city council

At a meeting of the Measure U Citizens’ Oversight Committee, members reviewed the committee’s fiscal year-end annual report and voted to authorize the chair to sign and forward the report to the City Council.
Interim Finance Director Zena Bradford presented the report, saying the committee “was presented with an audited financial statements to Measure U for the fiscal year 2324” and that the committee “unanimously approved and voted that the expenditures were spent in accordance with the council policy to spend 90% on MeasureU, public safety, 5% on use, and 5% on quality of life.” Bradford also said the audit for fiscal year 2023–24 “is still in progress” and that the audited statements will be forwarded to the committee when completed.
The materials reviewed show a total Measure U budget of $40,619,590 and a draw of $9,200,000 from reserves during the period presented. Committee discussion focused on timing differences between budgeted items and actual expenditures; Bradford and committee members noted that timing can create apparent variances even when spending aligns with the council’s 90%/5%/5% policy.
After discussion, the committee moved and seconded a motion to authorize the chair to sign the annual report and forward it to the City Council for a date-certain presentation. Vice Chair Jack Owen made the motion and Committee Member Childers seconded. On a roll call, Committee Members Camacho, Childers and Hallett, Vice Chair Jack Owen and Chair Benedetti voted in favor; the motion passed.
The committee also approved the minutes from its prior Jan. 27 meeting with two minor corrections to how Vice Chair Owen’s title and name were recorded (corrections to items 5 and 6). That motion passed with two abstentions noted in the record (Trent and Chair Benedetti).
Committee members thanked staff for preparing the financial materials in a way that they said made the information easier to understand. Vice Chair Owen said, “thank the staff for all the work they do in taking all of this stuff… and boiling it down so that, it's understandable.”
The committee’s resolution requires that the annual report be presented to the City Council before March; staff said they expect to forward the report with a date certain even if the final audited statements arrive afterward. The committee adjourned after briefly welcoming a newly seated member and offering additional thanks to staff members who have supported the panel.
