The DeSoto City Council approved multiple consent-agenda items and later approved two regular-agenda items during its Jan. 21, 2025 meeting.
Consent agenda and ordinances: The council voted to approve a package of consent items that included: designation of the Daily Commercial Record as the city—s official newspaper of record and the Rambler and the Dallas Morning News as secondary official newspapers; authorization of a construction contract with Excel 4 Construction LLC for the Gilbert Avenue, Reed—s Court Place and Stennett Place sanitary sewer improvements project (construction amount $637,830.60; total project budget $746,195.66 including contingency and testing); formal adoption of the city—s comprehensive safety action plan and an accompanying resolution adopting a Vision Zero policy in support of that plan; an ordinance amending Chapter 13 (Utilities) —article 13.900 industrial waste and pollution regulations including changes to definitions, local limits, and remedies; and an ordinance amending the FY2024-25 adopted budget to appropriate parks and recreation board fund balance toward the Aquatic and Recreation Center construction at Macallan Park.
The consent agenda passed on a roll call; the mayor and all councilmembers present voted in favor.
Regular-agenda approvals: Later in the meeting the council unanimously approved acceptance of a $10,000 donation routed through the Found A Way Foundation and walmart.org to support a gun surrender program planned for Feb. 15, 2025 (see separate article). The council also authorized the city manager to negotiate and execute an agreement with WRG LLC not to exceed $346,347.19 to purchase and install furniture for the Aquatic and Recreation Center at Macallan Park; staff noted the amount is below the project—s original guaranteed maximum price (GMP) allocation for furnishings and the contract award came after an RFP and furniture sit tests.
Council discussion: Councilmembers questioned details of the newspaper designation process and requested written confirmation of pricing and reach for backup publications; staff said they would provide that information by the end of the week and coordinate communications outreach. Council members also asked about park-board fund balances and confirmed that the parks board had agreed to allocate $2,000,000 from its roughly $4,000,000 fund balance for the Macallan Park project.
No legal or administrative actions beyond the listed approvals were taken in the meeting—s open session.
