Durham work session: agenda settled; three consent items pulled for review

The Durham City Council work session on Jan. 9 closed with procedural actions to excuse an absence, pull several consent items for further discussion and settle the agenda for the next council meeting.
The chair moved to grant Councilmember Freeman’s requested excused absence. The motion received a second and was approved by voice vote.
Councilmembers pulled three consent items for further review: item 5 (a workforce development agreement), item 7 (contract ST‑334C, utility‑locate services) and item 8 (contract SW‑97 sidewalk repairs). Staff discussed each pulled item in the work session; no final rejection of any item occurred. Staff agreed to post additional documents and answer follow-up questions ahead of the upcoming council meeting.
City Manager’s office confirmed two supplemental agenda additions: item 19 (cooperative group purchase contract for a heavy-duty mobile air‑and‑light support truck) and item 20 (ordinance setting municipal filing fees for the fall election). The manager said item 19 had been added after original publication and item 20 is a housekeeping matter to set candidate filing fees.
The chair then moved to settle the agenda. The motion and second were approved by voice vote. The manager summarized the settlement: consent agenda items 2–4, 6–13, 19 and 20 were placed on consent; general business items 1 and 5 were set for general business; and public hearings 14–18 were scheduled for the next meeting. Pulled items (5, 7 and 8) will be revisited with additional materials.
Why it matters: The procedural votes advance a set of contracts, ordinances and hearings to the next council meeting while allowing extra review for three items councilmembers requested be pulled.
