Sellersburg council approves rezoning for Baptist Health freestanding emergency and urgent-care facility

The Town of Sellersburg approved an ordinance rezoning three parcels from M-2 high-density multifamily residential to B-2 general business to allow Baptist Health to build a freestanding emergency department with urgent-care services and specialty offices.
The rezoning ordinance, listed in the meeting as 2025-OR-006 and forwarded with a favorable recommendation from the planning commission, passed after a motion to approve and a separate motion to waive the second reading. The council voted “aye” on the final adoption; the roll call result recorded was 3-0 in favor.
The parcels lie north of Ivy Tech and south of the Exit 9 ramp to I-65, the council was told. Council members and presenters said the new development will include urgent-care operations during daytime hours and emergency-room services outside those hours, plus specialty physicians’ offices. "We are just about ready to start looking at... truly breaking ground as long as we get a favorable approval," said Chris Long, a representative for the developer and contractor, identifying himself as with JTL and attending on behalf of Baptist Health.
At the meeting a council member (first name recorded as Matt) described the planned hours as immediate care from about 6 a.m. to roughly 9 p.m., with emergency services billed after 9 p.m. and indicated the facility would include some employee-health services and coordination with local nursing-education partners.
The ordinance language submitted to the council states the Planning Commission’s favorable recommendation and directs that the town zoning map be amended accordingly. The ordinance text provided that it becomes effective upon passage and the required signatures of a majority of the elected and serving council members.
Council members present moved and seconded the ordinance as presented, then voted to waive the second reading and adopted the ordinance at the same meeting. No formal amendments to the ordinance were proposed or adopted on the record.
The planning commission record and the ordinance number were cited during the council discussion; Baptist Health representatives were in attendance and answered questions from council members about service levels and transport procedures to Baptist’s New Albany campus when inpatient care is required.
The council signed the ordinance following adoption and moved on to other business.
