Cumberland County commissioners sworn in, adopt 44 reorganizational resolutions; director outlines $2.5M fairgrounds plan

At the Cumberland County Board of Commissioners’ 2025 reorganization meeting (date not specified), commissioners swore in newly elected and returning officials, adopted Resolutions 2025‑1 through 2025‑44 by unanimous roll-call vote, and Director James Sorrow outlined several initiatives, including an estimated $2,500,000 renovation of the Cumberland County Fairgrounds to begin a county park system and a proposal to study creation of a county Department of Transportation.

The meeting opened with certifications of election and the swearing-in of county officials. Deputy County Clerk Sandra Aldridge presented certificates of election for Celeste Riley as county clerk and for Robert Austino and Antonio Romero as county commissioners. Celeste Riley and newly seated commissioners took the oaths of office; the board then nominated and elected James Sorrow as director and Arthur Marchand as deputy director during the reorganization portion of the meeting.

The board approved a consent agenda that listed 44 separate reorganizational resolutions that assign committee seats, liaison roles, monthly meeting dates, official newspaper designation and numerous board and commission appointments (Resolutions 2025‑1 through 2025‑44). The board opened a public-comment period on the resolutions; no members of the public spoke.

In his remarks as incoming director, James Sorrow reported on multiple county priorities and initiatives. He said the board is planning a public‑park system “starting with Cumberland County Fairgrounds renovation project estimated to cost $2,500,000 to make improvements to our fairground so it can be used year round.” He added that the board intends to meet with New Jersey Department of Environmental Protection (DEP) and Green Acres officials to pursue acquisition of other open spaces.

Sorrow also reported that the county is continuing work on the Fortescue Gantee Beach Wastewater Treatment Plant expansion and said completion of that project would increase recreation opportunities, support environmental improvements along the Jersey Shore, and could spur economic development and jobs. He listed other board priorities including county road repairs and emergency road projects, and he said the board had recently negotiated or resolved several legal and labor matters: “we have been instrumental in negotiating and resolving 7 lawsuits and had successfully negotiated over 7 union contracts,” he told the meeting.

Sorrow described a longer-term mobility proposal: he said he has discussed with outside organizations and New Jersey Transit the possibility of creating a county Department of Transportation to address gaps in local transit for residents who lack reliable transportation. “This is something that is very important,” Sorrow said. “I really do believe we create this new Department of Transportation. It's really gonna help the people of Cumberland County.”

The meeting included customary ceremonial elements — invocation and benediction, family introductions at swearing-in, and congratulatory remarks — and closed after the benediction and an adjournment vote.
