Bannock County approves one indigent cremation payment, denies a second under Idaho law

Chantelle Lulu, representing Indigent Services, presented two cases. Case number 2025-0016 was an application for $1,200 in cremation expenses submitted to Court Nelson Funeral Home; Lulu said the applicant met the program’s eligibility criteria and that the county appeared to be the payer of last resort for that request. “With all of the information obtained, it does appear that the applicant, the deceased, does meet all criteria to be eligible for assistance through the indigent program,” Lulu said.
For case number 202-50017, an application for $1,200 submitted to Wilkes Funeral Home, Lulu recommended denial “pursuant to Idaho Code 31-3403,” saying Bannock County does not appear to be the last resource for payment on that request.
A commissioner moved to approve case 2025-0016 and deny case 202-50017 per staff recommendation. The motions were carried by voice vote recorded as unanimous “ayes.” The record does not identify a third-party responsible for repayment in the approved case, and no additional repayment terms were announced at the meeting.
