Road and bridge staff report fiscal concerns over SRS funding, approve annual report and short-term quarry lease; commissioners approve surplus vehicle sale

Valley County's Road and Bridge department presented multiple action items Dec. 16, including the annual street and road finance report, temporary storage lease for gravel at Valdez Quarry and surplusing a jail transport van; the board approved all items.
Finance report and SRS funding
Dan (Road & Bridge) summarized the annual street and road finance report and said staff must submit the document by the end of the month. Doug (county staff) and Dan explained that the department's most stable funding is highway-user revenue, about $3.3 million for the reported year; federally funded SRS allocations used in past years are uncertain for FY2026. "The only stable funding that we have right now that we're fully aware of is the user fee revenue... approximately 3,300,000 for fiscal year 2025," Doug said, adding concern that SRS funding may not be reauthorized.
Commissioners discussed whether recent one-time allocations (labeled "Leading Idaho") should be shown separately in the report. Doug confirmed the extra one-time revenue was properly captured on the Leading Idaho line for the report. After discussion, a commissioner moved to approve the fiscal 2024 annual street and road financial report. The motion passed by voice vote; commissioners signed the report.
Valdez Quarry lease
Road & Bridge staff recommended renewing a one-year lease to store about 30,000 tons of stockpiled gravel at the Valdez Quarry in Yellow Pine. The material was originally planned for nearby repair work but could not be used last summer because of wildfire conditions. The board approved the one-year storage and removal lease by voice vote, with commissioners voting in favor.
Surplus of 2010 jail transport van
Staff sought approval to surplus a 2010 Ford 1-ton 13-passenger transport van that had accumulated approximately 100,000 miles and does not perform well in winter conditions. Commissioners approved declaring the van surplus and selling it via the state's public-surplus portal; staff said the vehicle would be offered on the Idaho Association of Counties public surplus platform.
S-bridge safety work and other operational notes
Road & Bridge staff also discussed interim safety fixes at the S-bridge following a recent collision, including photographing the site, exploring reducing the height of raised curbs, adding red retroreflective material to delineators, filling potholes and possible solar lighting over the bridge hub. Staff said they are engaging a bridge feasibility study and will seek public input on long-term changes. No funding decisions for the S-bridge were finalized at the meeting.
