Maynard Manor resident urges Onslow commissioners to help with private road maintenance

Timothy Bogey, a resident who represents concerns for Maynard Manor, asked the Onslow County Board of Commissioners on Dec. 16 for help addressing a deteriorating private road that he said is creating safety and maintenance problems for residents.
Bogey said deeds indicate a party named James Mays (as recorded) was supposed to assume road maintenance under recorded documents in book 38, page 182. He said he understands the road is considered private but cited House Bill 983 — currently in committee, he said — as an example of state-level attention to orphaned or private roads. "I asked for a quote for a different part of the road, and it came up to $16,000. I obviously cannot pay that right now as well," Bogey said, and later reported a separate quote of $29,000 for another stretch.
Bogey also told the board that large delivery vehicles, including FedEx, are nearly bottoming out on the road and that the postmaster may inspect the route and cease delivery if vehicle damage continues. He said the road's condition has caused repeated tire and wheel damage to a family member who lives on the road.
Bogey asked the county to consider enforcement or other assistance. Commissioners acknowledged the presentation, and Commissioner Bennett said he had read Bogey's emails and visited Maynard Manor several times and would look into whether there is an enforceable obligation. No formal action was taken at the meeting.
Bogey told the board he might personally repair a portion of the road if no help is available, and asked for guidance on what actions are permissible if the road is private. Commissioners encouraged follow-up with staff; the county noted that broader state-level legislation and local records may affect options for relief.
