The Leawood Planning Commission on Jan. 28 unanimously approved an amendment to the Leawood Development Ordinance (LDO) to insert the newly created MXD‑4 mixed‑use district into the LDO—s district hierarchy and to clarify the special flood hazard area nomenclature.
Planning staff said the 2024 adoption of a four‑story mixed‑use district (MXD‑4) and an overhaul of the flood‑hazard rules had not been carried forward into the LDO—s hierarchy table. The proposed amendment corrects that omission by listing MXD‑4 above the conventional mixed‑use district in the table and by replacing the prior "flood hazard overlay" reference with the current "special flood hazard area" terminology. Staff emphasized the amendment is a textual cleanup and does not change the substantive provisions or permitted uses of either district.
Michelle Krieks, planning staff, told the commission the change simply aligns the hierarchy table with prior ordinance text and the 2024 amendments and that no other LDO text is being altered. No public speakers spoke at the hearing.
Commissioner Black moved approval of the LDO amendment (case 01‑25); Commissioner Franzay seconded. The motion passed 9‑0. There were no changes to the substantive standards of MXD‑4 or the updated flood‑hazard rules; staff will forward the approved amendment to the City Council for formal adoption.
