Broward school board hears bond oversight report citing fire-inspection delays and litigation as main causes of project slippage

At a Broward County School Board workshop, staff and the Bond Oversight Committee presented the fiscal year 2025, quarter 1 bond oversight report and board members pressed for clearer performance indicators after the report showed widespread schedule slippage tied to final fire inspections and litigation.

The Bond Oversight Committee member William Tracy told the board the bond program’s cumulative change orders remain low and minority participation is close to target: "This current bond is running at just under 1.7% ..." and "small business minority women business enterprise participation is running at 44.98%". AECOM program director Michael McIntyre said the quarterly data showed an uptick in completions over the summer, with an average of about 10 projects per month moving into substantial completion, but he and staff warned many projects still fall short of the district’s October 2025 closeout goal.

Why it matters: Board members said the delays could undermine public trust ahead of future bond referenda and asked staff for more actionable oversight tools. "I don't want this to be the first school bond to fail in Broward County's history," said Dr. Zeman, reflecting concern about voter confidence if the district cannot demonstrate reliable delivery.
