Council approves all-way stop at Peach Avenue and Grape Street near Bostonia Elementary

The City Council approved staff's recommendation to install permanent all-way stop signs on Peach Avenue at the intersection with Grape Street, near Bostonia Elementary School, following a staff traffic study that cited limited sight distance and vehicle volumes.
Mario Sanchez, the city's deputy director of engineering services and city engineer, presented the study. Staff reported approximately 7,100 vehicles per day at the intersection (about 5,000 on Peach Avenue and 2,100 on Grape Street) and two broadside (T-bone) collisions in the previous five years. Sight distance from the north and south approaches was measured at roughly 200 feet, while the minimum recommended sight distance for the posted 25 mph speed is 280 feet.
Sanchez said staff uses a points-based warrant system developed by the City of San Diego and the Manual on Uniform Traffic Control Devices; that system yielded 22 points under the typical threshold of 30, but staff recommended an all-way stop because of the school proximity (within 500 feet) and limited sight distance. "Staff's recommendation [is] that city council adopt the next resolution approving the installation of permanent all-way stop signs on Peach Avenue at the intersection of Grape Street," Sanchez said.
A councilmember moved to accept the recommendation and the motion carried by unanimous vote.
Staff will proceed with installation of permanent stop signs at the intersection; the council did not direct any additional traffic-calming measures at the meeting.
