Westminster delays annexation for 54 Ridge Road after residents raise traffic, stormwater and preservation concerns

The Westminster Mayor and Common Council postponed consideration of Annexation 80, a petition to annex 54 Ridge Road, after an extended public hearing and questions about traffic, stormwater runoff and the historic character of the neighborhood.

The petition before the council sought annexation of roughly 2.505 acres at 54 Ridge Road and asked that the property be placed in the city’s R-10 residential zoning. The property owner’s representative said the owner intends to rehabilitate the existing structure as a single-family dwelling, but several residents and some council members pressed for clarity about possible future subdivision and utility allocation.

Why it matters: Annexation would move the parcel into city jurisdiction and subject it to city zoning and permitting. Annexation does not automatically grant water allocation or approval for subdivision, but residents said bringing the property into the city would make future development more likely and expressed concerns that any added homes would increase congestion and stormwater impacts on a narrow, heavily used street.
