Votes at a glance: Klamath County approves health grants, investment-policy change and liquor-license recommendation

At its Feb. 18 business meeting, the Klamath County Board of Commissioners approved several routine agreements and administrative items: an Oregon Health & Science University agreement that adds $21,031 to support a nurse home-visiting program; a $60,000 Cascade Health Alliance grant partnership to support traditional health worker training through the Klamath County Local Alcohol and Drug Planning Committee; adoption of the county treasurer's updated investment policy statement (weighted average maturity changed from two years to 2.5 years); and a county recommendation to the Oregon Liquor and Cannabis Commission for a liquor license for Rodeo Steakhouse and Mexican Cuisine.

All four items were moved and seconded and recorded as passed by the board during the meeting.

Oregon Health & Science University agreement (agenda item 9.1) The board approved agreement number 1000029202 between Oregon Health & Science University (OHSU) and Klamath County Public Health to support the county's maternal and child health services delivered by a nurse home visitor. The agreement covers services for children with health and social histories that put them at risk for poor health and development outcomes and runs from October 2024 through Sept. 30, 2025. Fiscal impact: increased grant revenue of $21,031 to subdepartment 4047; department head authorized to sign.

Cascade Health Alliance grant partner agreement (agenda item 9.2) The board approved a partner agreement between the Klamath County Local Alcohol and Drug Planning Committee (LADPC) and Cascade Health Alliance for $60,000 to support traditional health worker training and to assist Klamath Community College in launching a local training program. The agreement is effective on execution for one year; LADPC noted it has up to three years to spend the funding. Fiscal impact: $60,000 to subdepartment 4030; department head authorized to sign.

Treasurer's investment policy statement (agenda item 10.1) County Treasurer Vicky Wolf presented the annual investment policy statement for the Klamath County Treasurer's Investment Pool; the board approved the policy, which changes the weighted average maturity from two years to 2.5 years. The board recorded no fiscal impact for adopting the policy statement.

Liquor-license recommendation (agenda item 11.1) The board recorded its position recommending that the Oregon Liquor and Cannabis Commission (OLCC) grant a liquor license to Rodeo Steakhouse and Mexican Cuisine. The county's recommendation is advisory; the OLCC makes the final licensing decision. Fiscal impact to the county: $25 in revenue to the general fund for each new license.

Each of these items was presented by county staff or department heads and passed by recorded affirmative votes in the meeting.
