Planning board schedules Middletown Commons continuation, moves several hearings; board sets special date for continued hearing

Before hearing major project testimony on Feb. 12, the Town of Middletown Planning Board moved several agenda items to future meetings. The board voted to continue the old‑business, public‑hearing petition by Middletown Commons Town Center LLC to a special meeting scheduled for Feb. 24 at 6 p.m.; the board also continued two zoning‑amendment items related to that petition (items 4b and 4c) to the same Feb. 24 date.
Separately, members voted to continue a master and preliminary plan application by CBUN LLC for a 12,000‑square‑foot, 72‑unit hotel (item 4d on the agenda) to the board’s March 12 meeting so that revised plans could be reviewed by the town’s Technical Review Committee and a site visit possibly scheduled.
Clerical motions earlier in the meeting recorded receipt of multiple written communications into the record, including a town planner memo (dated Jan. 8, 2025) on an administrative subdivision; letters from attorneys and advocacy groups (including Green Oceans RI) expressing opposition to offshore wind; and engineering review memos for other projects. Those memos and letters were formally “received” by voice vote and entered into the planning-board record.
Board members and staff emphasized that the Middletown Commons Town Center petition would not be discussed on its merits at the Feb. 12 meeting; the petitioner was not present and the board agreed to continue the hearing to Feb. 24. A motion to continue the matter and the related zoning amendments was seconded and carried by the board.
Separately the board received an administrative memo asking the board to consider a Planning Board recommendation to the town council regarding offshore wind-turbine development; members agreed not to take public comment on that agenda item at the Feb. 12 meeting and instead to consider scheduling a future forum and to forward the correspondence in the record to the council.
The actions recorded are procedural continuances and receipt of correspondence; no substantive votes on the Middletown Commons merits or on offshore wind policy were taken at the Feb. 12 meeting.
