Bettendorf previews Feb. 3–4 meetings; Devil's Glen Road hearing, TIF final reading set

Sharp said the committee meeting begins at 5 p.m. with a discussion of consent agenda item D, a service-level agreement between the city and the Quad Cities Chamber of Commerce for GROW Quad Cities; city administrator Decker Plain will present that agreement. The regular council meeting will convene at 7 p.m. on Feb. 4.
The most prominent agenda item previewed is a public hearing on the Devil's Glen Road widening project for the segment from 53rd Avenue to Crow Lake Drive; Sharp said the council will vote on that project immediately after the hearing and described it as a resolution. The agenda also lists a second reading of an ordinance to rezone 438 16th Street from a single-family residence district to community commercial, and a second reading of an ordinance to add a school zone on Maplecrest Drive.
Sharp said the council will hold a third and final reading on an ordinance to establish a tax-increment financing (TIF) district for Middle and Forest Grove LLC and FG 80 Holdings LLC. The episode preview noted that resolutions require a single vote to pass while ordinances require three readings at three separate meetings.
Sharp also noted the consent agenda for the Tuesday meeting contains eight items and invited residents to review the full packet online at www.bettendorf.org/citycouncil. She reminded the public that the first of three budget work sessions for fiscal years 2025–26 begins Feb. 18 and said meetings are open to the public and livestreamed on the city's YouTube channel.
