Crescent City council signs notice of completion for Front Street reconstruction

The Crescent City Council on Tuesday authorized the city manager to sign and file a notice of completion for the Front Street improvements (G2/I Street) contract, marking the formal closeout of the most recent construction phase.
City Manager Weir told the council that three-plus blocks of Front Street have been fully reconstructed, with sidewalk and ADA upgrades, new storm drainage, upgraded water piping and valves, new hydrants and traffic-calming chicanes. “This is another exciting day when it comes to the Front Street project,” Weir said during the staff presentation.
The action sends the contract through a 30-day waiting period before final acceptance. Director Yeager told the council the work also addressed long-standing storm-drain infiltration that had caused road sinking; crews replaced the old piping and enlarged the system and, Yeager said, recent heavy rains have not produced the downtown flooding seen in prior years. Yeager also credited multiple funding partners and contractors and said vendors have been paid and labor compliance achieved.
Council members and staff noted the project came in under budget on several accounts. Staff reported a $42,113 underrun on the street/general fund portion (Measure S), $13,725 underrun on the water side and $10,149 underrun on the sewer side; Weir said the leftover Measure S dollars will remain in the Measure S CIP project for future street work. Contractor and vendor firms acknowledged in the presentation included Tidewater Constructors, Klein Filter, Northridge Electric and Kellop Surveying.
A public commenter urged coordination with Caltrans to smooth the transition from Front Street onto northbound U.S. 101; Director Yeager said the city’s work extended to the edge of the city right-of-way and that coordination with Caltrans and the Del Norte Local Transportation Commission would be appropriate for the adjoining sections.
The council voted unanimously to authorize the city manager to file the notice of completion for contract number 2023-1002.2. The vote was recorded as: Council member Dooley — yes; Council member Greenough — yes; Mayor Pro Tem Wright — yes; Mayor Altman — yes.
With the contract in the 30-day period, staff said final closeout and any required records will follow before the city can formally close the project and move funding into the next phases of Front Street work.
