Planning commission endorses 2040 General Plan update, recommends EIR addendum to city council

The Yuba City Planning Commission voted to recommend that the City Council adopt an addendum to the certified environmental impact report for the 2004 Yuba City General Plan and approve the 2040 General Plan update.

Deputy Development Services Director Doug Libby, the presentation lead, told commissioners the update is a technical refresh rather than a land-use change: "Consider a resolution to the city council for recommending approval for an addendum to the 2004 general plan EIR, and recommend approval of the technical update to the general plan." He said the update makes mapping, tables and policies contemporary and brings the plan into alignment with recent state law changes, including provisions addressing vehicle miles traveled and environmental justice.

The update keeps the plan's long-range goals—compact development, protection of surrounding rural areas, improved connectivity and park access—while simplifying residential land-use categories and updating circulation mapping and traffic modeling. Libby noted the…
