The administration described the project as a living classroom that will prepare trainees for carpentry, electrical, plumbing and other trade work and for placement on local construction contracts.
The city—s economic development director said the building will be leased for $1 for a 75-year term and that renovation work will be paid for by the general contractor and the project team.
