Madison County estimates $3.43 million for historic courthouse renovation; bidding set for May

Madison County supervisors heard a project update Feb. 3 from Belinda Stewart Architects that placed the construction cost estimate for the historic Madison County Courthouse renovation at about $3,428,000 and set a bid date of May 16, with substantial completion targeted for March 6, 2026.
The update outlined a comprehensive scope covering full roof replacement, window restoration, limited brick repair, replacement of mechanical and electrical systems, modernization of the elevator, interior plaster and finish repairs, upgraded fire alarm and security systems, and measures to improve energy efficiency such as interior storm windows. "We're replacing the roof completely... the windows also need some restoration," Landon Voller of Belinda Stewart Architects told the board.
The firm included a 10% contingency in the estimate and said an asbestos survey is underway. Voller said many finishes and systems are at or beyond their useful life and cited issues such as displaced attic insulation and condensating ductwork. County staff confirmed an elevator modernization package was included and that furnishing costs were not yet part of the project estimate.
County staff said the full renovation is not currently funded. "We don't have the full amount of 3 and a half million," a county staff member said; he told the board the county has about $1.1 million budgeted already. Supervisors directed staff to work with county administrators to phase work within existing and future budgets and return with funding recommendations. "Work with Greg and Drew... see what we have budgeted, what part we can actually do this year," the board president said.
The architects said bidding is scheduled for May 16 and a substantial completion date of March 6, 2026 is in the schedule; they will refine cost estimates during the construction-document phase. The board acknowledged the presentation for the minutes and did not take further action on funding at the Feb. 3 meeting.
