St. Paul HRA approves $100,000 business loan and declares Ham site surplus

The board approved Resolution 25-24, which authorizes a loan of up to $100,000 from the HRA business assistance fund to Lenoir Bridal LLC, located at 5 Seventh Street East in what staff identified as District 17, Ward 2. Director Newton told commissioners the item had been presented previously and that staff recommended approval. Staff also said the loan is contingent on additional funding being secured to complete the transaction.
The board then approved Resolution 25-25 regarding the Ham site. Director Newton described the item as a procedural step required to release obligations tied to a prior state-funded grant: “in 02/2012, deed awarded the city a $403,000 redevelopment grant funded with state general obligation bond proceeds,” Newton said, and the resolution would declare the land surplus so it can be sold and removed from those bond obligations. Newton called the matter a housekeeping action and recommended approval.
Both resolutions passed on voice votes with the clerk announcing "7 in favor, none opposed." The meeting record does not name a mover or seconder for either motion.
