Colleton County Council approves road, sidewalk and grant contracts; first reading of ordinance to amend council rules

At its February meeting the Colleton County Council unanimously approved a first reading to amend Title 2 of the county code and adopted multiple resolutions to award road-rocking and resurfacing contracts, accept sidewalk grant funds and budget an agricultural planning grant. The council also appointed two members to the county recreation board.
Colleton County Council approved several routine contracts and funding acceptances and conducted a first reading of an ordinance change during its regular meeting on Tuesday.
By unanimous voice votes, the council:
- Gave first reading, by title only, to Ordinance 25-0-01 to amend Title 2 (administration and personnel), chapter 2.3, section 2.3.06, paragraph f, of the county code. The ordinance was read by title and moved forward for a second reading; the council carried the motion unanimously.
- Approved a contract award for the rocking (placement of stone) of a county road (transcript: "award the contract for the rocking of County Road County Road"). Council members clarified that the work is funded with state dollars that pass through the county; the vote carried unanimously.
- Adopted a resolution to award a resurfacing contract for South Carolina Department of Transportation roadways and county roadways in Colleton County; the resolution carried unanimously.
- Authorized acceptance and budgeting of state grant funds for a 303 sidewalk project (transcript: "South Lawn 303 sidewalk project, fiscal year '25"); the council voted to accept and budget the funds unanimously.
- Approved budgeting of funds for an agricultural grant for fiscal year 2025; council members said the county is accepting planning funds while project details continue to be developed. The motion carried unanimously.
- Appointed Matthew W. [last name redacted in transcript] and Brant Shea Brown to the Colleton County Recreation Commission by acclamation.
Council members prefaced several of the votes by noting that the transportation-related awards come from state-administered programs that are routed through the county and that the county’s role is to approve expenditures administratively. No member of the council voted against any measure.
