Pender County awards $3.51 million contract for Central Pender Park Phase 1

The Pender County Board of Commissioners authorized a $3,509,000 purchase order and contract with Waters Contracting Company on Tuesday to build Phase 1 of Central Pender Park, county staff said.
Dario Ramirez, project manager in the county manager's office, told commissioners the design and bidding process led to Waters Contracting as the lowest responsive bidder and that the contract amount is within the project budget. Phase 1 will include four multi-purpose fields suitable for soccer and football, a concession stand, restrooms, parking and landscaping within the 40-acre disturbed area of the approximately 60-acre property. The project package also includes a 3,675-foot asphalt walking path and two optional landscaping alternates.
Ramirez said the contract is intended to meet grant deadlines tied to the project; the current grant completion deadline applies to phase 1 and the county expects separate funding decisions for later phases. Groundbreaking was scheduled for Jan. 6 and the contractor was aware of the accelerated timeline. Commissioners discussed expected amenities, the number of acres disturbed by the work (40 acres) and the broader multi-phase plan that will add other facilities later.
After questions about conduit for future lighting and phase sequencing, a commissioner moved to approve the purchase order and authorization to execute the contract; the board approved the contract. The board recording does not include a roll-call tally in the transcript.
