Cole County Commission signs ARPA interagency agreement, approves $50,000 EMS budget adjustment

The Cole County Commission on Wednesday approved a Cole County interagency agreement (IAA) intended to protect federal ARPA funds for public works stormwater projects, and approved Budget Adjustment No. 13, a $50,000 addition to the EMS Enterprise Fund.
The commission voted to sign an IAA between the commission and the public works department that staff said would "take care of the obligation between the ARPA money and that particular department," ensuring funds that previously were interdepartmental remain obligated for stormwater projects rather than reverting. Staff said the agreement applies under a roughly $5 million ARPA allocation set aside for county projects and will let the county move a backup project — the Lakewood stormwater project — into 2025 for advertisement and contract award if primary projects face delays with the U.S. Army Corps of Engineers.
"This is something new that Forbus came up with through the requirements of the ARPA," a staff member said, describing the IAA as a tool to protect unobligated ARPA funds. A commissioner moved that the commission sign the Cole County interagency agreement between the commission and the public works department; the motion was seconded and approved with an oral "aye." (Commission roll-call was not recorded in the transcript.)
On a separate motion the commission approved Budget Adjustment No. 13 to add $50,000 to the EMS Enterprise Fund to account for additional fees collected by EMS. A commissioner moved to approve the adjustment and the motion passed with an "aye." Staff said the adjustment needed action that day because of timing and cash-based accounting.
Other procedural items taken at the meeting included sole-source procurement authorization and a vendor payment for access-control work at the public works complex (see separate article). During the meeting a commissioner also moved that the commission enter closed session pursuant to Revised Statutes of Missouri Section 610.021 to discuss real estate matters under subsection 2; the motion was seconded.
