Council presses for action on Lewis Lane repairs, discusses interlocal agreement with Lucas and Chaparral intersection

Lewis Lane: Staff and council reported they are awaiting a draft interlocal agreement from the city of Lucas that would clarify maintenance responsibility. Public works staff said parts of the road had been annexed and that some segments previously thought to be county responsibility are now within municipal jurisdiction. Council members pressed for urgency given the road's deteriorated condition; one staff member said materials to patch potholes already had been ordered and were available for use.
Council and staff relayed that Collin County's public-works director told them the county would not assist on that road at this time. The council discussed having staff and legal counsel analyze options and whether to address certain repairs immediately or await a final interlocal agreement; staff advised that legal analysis on responsibility could be discussed in executive session, and the council recessed for that purpose during the meeting.
Chaparral intersection: Residents and a council committee member raised concerns that installing a four-way stop at Chaparral and Spring Hill/Allen Heights could cause traffic to back up into nearby neighborhood entrances during morning peak hours. Council asked staff or police to observe peak traffic periods and to consult prior traffic counts provided by Collin County; staff noted county traffic-engineering counts exist and can be consulted.
No final policy decision on Lewis Lane or the Chaparral intersection was made at the Jan. 21 meeting; staff were directed to pursue the interlocal draft from Lucas, to continue follow-up with Collin County and to provide options for council consideration.
