Council reviews backlog from 2022 overlay list and a proposed 2025 street overlay list

City public-works staff updated Rosenberg City Council on outstanding work from the fiscal-year-2022 hot-mix asphalt overlay list and presented a proposed fiscal-year-2025 overlay list at the Jan. 28 workshop.

Public works reported the 2022 program included 25 sections and a budget based on an interlocal agreement with Fort Bend County under which the city purchases asphalt and the county provides labor and equipment. Staff said Fort Bend County has not completed all assigned 2022 sections; about 10 sections remain outstanding. The county told staff it aims to mobilize in Rosenberg in March to finish those locations.

For FY2025, staff proposed 14 street sections and one parking lot for hot-mix overlay with a cost estimate—based on Fort Bend County contract prices—of about $826,652 for contractor work plus $72,000 for base repairs, for a total estimate of $898,652. The FY2025 city budget includes $900,000 for overlays.

Council members generally supported the proposed list and asked staff to return to the regular meeting agenda for formal adoption and scheduling. Council discussed trade-offs between continuing to rely on Fort Bend County (which provides lower contract prices and uses county crews) versus hiring private contractors; staff noted county delays but warned that postponing work means higher asphalt prices in later years.

Specific operational notes: Council asked that the unfinished items from the 2022 list remain a priority and discussed sequencing overlays and speed-bump installs so pavement work precedes installation of traffic-calming features. Staff will contact contractors to develop a schedule and return with a formal resolution and timeline for work if council approves the FY2025 list at a regular meeting.
