MOUs and ARPA/COVID funds: the commission approved a set of MOUs (six were described) that formally obligate federal COVID/ARPA funds to specified projects. The MOUs list projects including sheriff’s department equipment, road department items and a budget-offset line. Staff and a consultant on the Zoom call explained that the MOUs are primarily for audit documentation — showing how the county has obligated awarded funds and allowing reallocation if projects are completed with other funds.
Vote: commissioners approved the grant-application motions and the MOUs by voice vote. The MOUs together account for the obligation of ARPA/COVID funds across several county projects; total amounts were discussed in the meeting and staff will provide consolidated accounting as requested.
