The Griggs County Commission voted Dec. 30 to approve an engineering agreement with KLJ Engineering for the Hanford (2126) pavement project, subject to concurrence by the state Department of Transportation.
The county awarded the standard engineering-service agreement and attached a four-page scope of work to complete pavement design, survey and bid documents for a 1.34-mile corridor that includes a rural one-mile mill-and-overlay segment to the elevator and an urban reconstruction segment in town. KLJ’s scope calls for a pavement design (including a one-inch mill and four-inch overlay in rural portions and deeper base/overlay sections in town), survey, coordination with railroad and federal agencies, and bid-phase services.
Why it matters: the project is funded 100% by the state grant awarded to the county; the commission noted there will be no direct construction cost to the county if the DOT concurrence and grant reimbursements proceed as planned. Commissioners asked staff and KLJ to coordinate with BNSF and the U.S. Army Corps of Engineers and to pursue easement and property approvals as needed.
Vote and conditions: the commission approved the engineering agreement and later amended the motion to explicitly note the project is funded entirely by the state grant and will be no cost to the county; both the amendment and the motion carried in voice votes. The commission requested that the contract be held pending DOT concurrence before final execution and that KLJ coordinate required environmental and hydraulic analyses and any sidewalk/ADA details as part of the plans.
Schedule and next steps: KLJ indicated it expects to complete survey work immediately and anticipates advertising for bids in the spring (April) pending DOT concurrence and railroad responses. KLJ and county staff will include sidewalk replacement where necessary, valley-gutter details at gravel-road transitions and any required drainage or hydraulic analysis in the scope.
Ending: county staff said project administration would follow the standard reimbursement process with the state for grant-funded projects, and will return to the commission with final contract documents after DOT concurrence.
