Council accepts low bid for regional training center; indoor firing range component expected in spring

The Lenoir City Council voted to accept the low bid of Resolute Construction to build a regional public‑safety technical training facility that will include an indoor firing range, the city’s chief said. The accepted low bid was $1,595,000; the motion to accept the bid passed by roll call with all members present voting "Aye."

Chief speakers described the project as the final major phase of a training center that has been in development for nearly two years. The building footprint was revised from 100-by-100 feet to 100-by-125 feet after discussions with the range manufacturer and to allow additional training and architectural features. City staff said components for the indoor range are being manufactured in Texas and that the last major element—the HVAC and air‑handling unit for the range—was expected to arrive in April; staff estimated about eight weeks for on‑site construction once materials are delivered.

Three bids were opened: Tyson and Associates Construction Company (Georgia) at $2,085,000, Apex Construction Group at $2,753,370, and Resolute Construction (local) at $1,595,000. The council discussed funding sources and staff said some project money comes from designated COVID relief funds and county contributions; staff indicated two draws on county funds have been received, with one draw estimated at about $333,000 remaining.

Councilman Shields moved to accept the low bid; the motion was seconded by Councilwoman Walker and then approved by unanimous roll call. The city will proceed with contracting and construction scheduling according to procurement and grant rules.
