Commerce Committee raises concepts on nine topics, approves drafting on two proposed laws

The Commerce Committee on Jan. 23 met to raise concepts for nine measures and to advance two drafting motions, voting to move forward on placeholder concepts for the Department of Economic and Community Development, manufacturing, brownfield remediation, workforce development and training, Connecticut Innovations Inc., and arts, culture and tourism, among others.

The committee also voted to draft two measures: one that would change the Learn Here, Live Here program from permissive to mandatory for eligible municipalities and would adjust income limits, and another to expand a bioscience enterprise zone to include all of Plainville. Both drafting motions passed by voice vote.

Why it matters: The concepts the committee raised are the preliminary step that allows staff to draft full bill text and schedule public hearings. Several legislators voiced concern about the use of placeholder concepts — items with no final language — saying placeholders limit public input on specific proposals and can allow substantive language to be added late in the process.

Madam chair (Commerce Committee chair) introduced the agenda and explained the committee’s practice of raising concepts to give staff and members latitude if the legislative calendar requires quicker action later in the session. Senator Martin and other members said the first six items on the agenda were placeholders intended to preserve flexibility for time-sensitive development matters.

Representative Vail, who said she has served on the committee for six years, urged specificity in bill drafting so public testimony can respond to concrete text. “I am a firm believer in being very specific about what our bills do and say,” she said, adding that she worries about substantive changes being attached after public hearings.

Legislative staff and the clerk conducted roll calls for the concepts after members objected to combining the first six items on a consent calendar. The clerk announced the roll calls and recorded votes for each concept; the transcript shows at least one consistent dissent (Representative Buckbee) across several roll calls. Detailed vote records were taken by the clerk and held open at the conclusion of the meeting.

Next steps Because the meeting raised concepts rather than passing enacted bills, next steps are drafting and public hearings. For items designated as concepts, staff will prepare bill language so the committee can schedule public hearings, and the committee will later consider final language and votes. The two drafting motions mean committee staff will prepare bill text for the Learn Here, Live Here program changes and the Plainville bioscience zone expansion for later hearings.

The committee recessed to keep votes open until 2 p.m. and indicated regular meetings will continue on Tuesdays and Thursdays at 11 a.m., with votes announced after each meeting so members can register remote votes.
