County signs off on support letters and prioritizes three congressional funding requests

Washington County commissioners authorized staff to finalize standard-format letters of support for partner requests for congressionally directed funding and prioritized three local projects for the Senate earmark process.

Karen Doyle, representing county staff on government relations matters, told the board she had received three last-minute requests for letters to support partners’ congressional funding applications and had drafted letters in the standard format used in prior years. “These 3 letters follow the standard format that we have used over the past 5 years of the congressionally directed funding processes,” Doyle said.

The board also discussed which county projects to prioritize when submitting multiple requests to federal delegations. Staff described practical limits on typical earmarks and carryover rules if the federal government adopts continuing resolutions: requests may be carried into the next fiscal-year process at the sponsor’s discretion. Staff said Walnut Street Center improvements total about $20 million in project cost, while typical individual earmarks rarely exceed about $2 million; memo language cites $3 million figures for initial discussion purposes.

Commissioners provided their prioritization preferences for the Senate process and asked staff to submit them in that order: (1) sheriff’s office request for upgraded body-worn cameras and tasers or related equipment; (2) Walnut Street operations center seismic and operational upgrades; (3) Scoggins Valley Park improvements. Chair Harrington and several commissioners said they would forward that prioritization to staff for submission to senators’ offices.

On the packet letters, commissioners gave staff permission to finalize and proofread the three letters in the meeting packet—covering partner requests from the city of Beaverton, Clean Water Services and the Oregon Institute of Technology—and to provide commissioners with final copies before sending. A fourth request from the city of Tualatin was discussed but deferred because staff did not have enough information, including the requested dollar amount, in the time available.

Staff said they would complete the prioritized submission on the Senate side within days and that they would seek updated cost information for the sheriff’s office request from the sheriff’s office technical staff. Commissioners noted that if the federal budget goes to a continuing resolution, some earmarks may need to be refiled or carried forward by the sponsoring office.

Staff will return any follow-up materials and final letters to the board for review and will proceed with submission to congressional offices consistent with the board’s prioritization.
