Vouchers The commission approved vouchers totaling $5,081,730. County staff highlighted two payments on the voucher list: $210,898 to Rush Truck Centers of Kansas for Public Works to purchase a dump truck with snow plow, and $114,112.61 to Cook, Flatt & Strobel for construction engineering on Auburn Road from 20th Street to K-4 Highway.
Vehicle lease Commissioners approved contract C6-2025, a five-year lease with Enterprise Fleet Management for three small 4x4 SUVs for Public Works. Staff said the vehicles are like the department’s existing administrative vehicles; the county anticipates monthly lease costs of roughly $500 per vehicle before accounting for trade-in values that would reduce future payments. The motion passed 3-0.
Stormont Village Center projects The commission awarded the modular sports flooring RFP to TC Armstrong Inc., doing business as Rainbow of the Heartland, for $295,520 to be paid from the 2025 capital outlay fund. The board also approved a second RFP to Langford Enterprises Inc. for resurfacing and repair of an existing basketball court for $49,900, also from the 2025 capital outlay fund. County staff said the combined capital project remains expected to come in under the total budget allocation; one remaining piece (replacement basketball goals) will be returned to the board after clarifying questions with bidders. Both motions carried 3-0.
Contract extension and subordination (Big Twin Inc.) The commission approved an amendment to contract C186-2024, extending the lease term for the property at 2047 Southwest Topeka Boulevard and adding a CPI-based rent escalator; the board also approved a subordination of landlord lien agreement requested by the tenant’s lender. County counsel said the subordination is a standard lender requirement when a tenant holds inventory and borrows against it. The motions passed 3-0.
Other routine business The board approved the consent agenda, a correction notice and other routine items by unanimous votes.
